Owensboro Regional Farmers’ Market-New Market Pavilion

Project Description: Project includes construction of a new market pavilion, including the preparation of the site for the erection of a 60’ x 100’ hoop structure (by others) and the construction of an adjacent accessory building, which includes concession and restroom facilities. Existing parking is to be reworked around the new market.

The work includes, but is not limited to, the preparation of the existing lot for construction, removal of existing asphalt, pavement and earthwork; excavation for footings, foundations and utilities; foundation installation and prep for hoop structure erection (by December 5, 2017); cast-in-place concrete walkways and slabs; construction of the accessory structure; and reworking of the existing parking and striping. Coordination will be required with ClearSpan™, the hoop structure manufacturer and installer.

The Work includes, site clearing, earthwork, termite control, trenching and backfilling, concrete sidewalks, asphalt paving, curbs and gutters, pavement markings and striping, cast-in-place concrete, unit masonry assemblies, metal fabrications, rough carpentry, wood trusses, finish carpentry, interior architectural woodwork, building insulation, asphalt shingles, formed metal roof and wall panels, fiber cement siding, sheet metal flashing and trim, joint sealants, steel doors and frames, access doors and frames, overhead coiling doors, door hardware, gypsum board assemblies, resilient wall base and accessories, painting, visual display boards, toilet compartments, signs, fire protection specialties, accordion folding gates, toilet and bath accessories, HVAC & plumbing systems, electrical (power & lighting) systems, clean-up and removal of construction debris.

The Owner intends to purchase significant quantities of material items through direct purchase orders for these projects in order to save sales tax. These items within the projects will bid through the General Contractors, but be purchased directly by the Owensboro Regional Farmers’ market. Interested material suppliers may contact the Architect, RBS Design Group, PSC, for the names of General Contractors who have expressed interest in bidding the project. The apparent successful contractor shall complete and furnish to the Architect by 2:00 p.m. prevailing time within seven (7) calendar days of the time of the Bid opening, a Bid Breakout Form (Section 00411) listing all materials the Bidder intends for the Owner to purchase through the issuance of a purchase order directly to the material supplier(s) in order to save sales tax. Also within seven (7) calendar days from the Bid opening, by 2:00 p.m. prevailing time, the Contractor shall provide Material Supplier Authorization Letters and Purchase Orders to the Architect as stipulated in Section 00220, Supplemental Instructions to Bidders.

The contractors will be responsible for the items per the contract documents as if they purchased them themselves, including but not limited to submittals, receiving and storing, installation, closeout submittals, warranties and warranty work.

Proposals will be received as a Lump Sum Bid(s) for the work indicated in the Bidding Documents.

Proposals will be received until 2:00 P.M., prevailing time on October 24, 2017, at the office of RBS Design Group, 723 Harvard Drive, Owensboro, Kentucky, and then at said office publicly opened and read aloud.

A prebid conference will be held on October 12, 2017, at 10:00 A.M., prevailing time, at RBS Design Group, 723 Harvard Drive, Owensboro, KY 42301. All bidders should plan on attending this meeting.

Two sets of the Bidding Documents may be obtained by general contractors and one (1) set by mechanical (HVAC), plumbing, and electrical contractors from Maco-Evansville Blue, 600 Court Street, Evansville, Indiana 47708 (812/464-8108), upon deposit of Two Hundred Dollars for each set of Documents. Additional sets may be purchased at a cost of Two Hundred Dollars per set, non-refundable. Check covering deposit shall be made payable to the order of the Owensboro Regional Farmers’ Market. All mailing charges (non-refundable), if required, are to be arranged in advance with and paid directly to Maco-Evansville Blue with a separate check.

Electronic copies of the documents are available from Maco/Evansville Blue, 600 Court Street, Evansville, IN. (812/464-8108). Charges to obtain electronic copies are non-refundable and are to be arranged with, and paid directly to, Maco/Evansville Blue.

Subcontractors not listed above and material suppliers may purchase complete sets of Bid Documents at a cost of Two Hundred Dollars per set, non-refundable. Check covering the cost of plans shall be made payable to the Owensboro Regional Farmers’ Market. Electronic copies are also available as detailed above.

Deposits will be refunded to contractors, who submit a bona fide proposal to the Owner and return the documents, in an acceptable and reusable condition, within ten days of the opening of the bids.

Partial sets of documents are not available.

Bid Guaranty in the form of a Bid Bond (Proposal bonds with Contractor acting as surety are not acceptable), Certified Check, or cash shall accompany each bid. The amount of the bid Guaranty shall be not less than five percent (5%) of the Bid set forth in the Proposal Form. All bid Guaranties shall be made payable to the Owensboro Regional Farmers’ Market.

No bids may be withdrawn after the scheduled closing time for receipt of bids for a period of sixty (60) days therefrom.

The Owner reserves the right to determine the ability of any bidder to perform the work, and upon the request of the Owner, any bidder shall furnish such information as may be required to make this determination.

The successful bidder shall be required to furnish a performance and payment bond and a material and payment bond in an amount equal to at least One Hundred Percent (100%) of the Contract and Purchase Order(s) sum. The premium for the bonds shall be included in the proposal amount(s).

The Owner reserves the right to accept any bid, to reject any or all bids, to waive any informalities in bids received where such acceptance, rejection or waiver is considered to be in the best interest of the Owner and to reject any bid where evidence of information submitted by the bidder does not satisfy the Owner that the Bidder is qualified to carry out the details of the Contract Documents.
