DAVIESS COUNTY MIDDLE SCHOOL, MASS EXCAVATION, UTILITY AND DRAINAGE PROJECT, OWENSBORO, KENTUCKY

The Daviess County Board of Education will receive lump sum sealed bids on a prime contract for the site development for the proposed new middle school and related work as indicated.

The Project name is “DAVIESS COUNTY MIDDLE SCHOOL, MASS EXCAVATION, UTILITY AND DRAINAGE PROJECT, OWENSBORO, KENTUCKY”, as shown on Contract Documents prepared by the Architect, RBS Design Group, P.S.C., Owensboro, Kentucky. Drawings and specifications are dated July 25, 2019.

Abbreviated Written Summary: Briefly and without force and effect upon the contract documents, the work of the Contract can be summarized as follows:

Project Description: Earthwork (mass excavation) for proposed new middle school.
The Work of this package consists of two phases of earthwork for the proposed new middle school site. The contractor shall be responsible for the earthwork for the school site in compliance with the construction plans. No earthwork or disturbance can take place within the Jurisdictional limits during Phase 1. During Phase 1, the contractor shall grade out the proposed fill and cut slopes adjacent to the Jurisdictional areas with 3:1 cut and 3:1 slopes. All earthwork shall be in compliance with the recommendations contained within the geotechnical report. The contractor shall be responsible for compaction testing compliance. Earthwork shall be completed within the Jurisdictional limits during Phase 2.

The Work includes, but is not limited to, temporary facilities and controls, earthwork, building demolition, stormwater pollution prevention, lawns and grasses, clean up and removal of construction debris.

Proposals will be received as a Lump Sum Bid(s) for the work indicated in the Bidding Documents.

Proposals will be received until 2:00 PM, prevailing time, on September 10, 2019 , at the Daviess County Schools Maintenance Office, 1621 Southtown Boulevard, Owensboro, KY 42301, and then at said office publicly opened and read aloud.

A prebid conference will be held on August 29, 2019 , at 10:00 A.M., prevailing time, at the Daviess County Schools Maintenance Office, 1621 Southtown Boulevard, Owensboro, KY 42301. All bidders should plan on attending this meeting.

One set of the Bidding Documents may be obtained by contractors from Maco-Evansville Blue, 600 Court Street, Evansville, Indiana 47708 (812/464-8108), upon deposit of Two Hundred Dollars for each set of Documents. Prime contractors may obtain two (2) sets on deposit. Additional sets may be purchased at a cost of Two Hundred Dollars per set, non-refundable. Check covering deposit shall be made payable to the order of the Daviess County Public Schools. All mailing charges (non-refundable), if required, are to be arranged in advance with, and paid directly to, Maco-Evansville Blue with a separate check.

Electronic copies of the plans will be available and shall be arranged with, and paid for directly to, Maco-Evansville Blue (non-refundable).

Partial sets of documents are not available.

Deposits will be refunded to contractors who submit a bona fide proposal to the Owner (directly or through a prime contractor) and return the documents, in an acceptable and reusable condition within ten days of the opening of the bids.

Bid Guaranty in the form of a Bid Bond (Proposal bonds with Contractor acting as surety are not acceptable), Certified Check, or cash shall accompany each bid. The amount of the bid Guaranty shall be not less than five percent (5%) of the Bid set forth in the Proposal Form. All bid Guaranties shall be made payable to the Daviess County Public Schools.

No bids may be withdrawn after the scheduled closing time for receipt of bids for a period of sixty (60) days there from.

The scoring of bids/proposals is subject to Reciprocal preference for Kentucky resident bidders and Preferences for a Qualified Bidder. Please refer to specification sections 00220 and 00450.

The Owner reserves the right to determine the ability of any bidder to perform the work, and upon the request of the Owner, any bidder shall furnish such information as may be required to make this determination.

The successful bidder shall be required to furnish a performance and payment bond and a material and payment bond in an amount equal to at least One Hundred Percent (100%) of the Contract price. The premium for the bonds shall be included in the proposal amount(s).

The Owner reserves the right to accept any bid, to reject any or all bids, to waive any informalities in bids received where such acceptance, rejection or waiver is considered to be in the best interest of the Owner and to reject any bid where evidence of information submitted by the bidder does not satisfy the Owner that the Bidder is qualified to carry out the details of the Contract Documents.
